Findings for Kalahok

The field tests were conducted in time with the planning of both barangays for their respective DRRM plan. The figures below shows the findings of the research on the current DRRM practices for both of the barangays.

Early Warning Systems/ Communication System

Early warning systems is a crucial component of any disaster preparedness plan as it help communities be aware of approaching disasters. Our findings revealed that despite the presence of modern technologies,  both of the communities still rely on the traditional platforms such as radio, television and house to house.

Awareness on Barangay Information concerning disasters

The community members were also asked on their awareness on the information related to emergency sites at their barangay in times of disasters. In Barangay 177-Cielito Caloocan City, community members  are more familiar of the disaster prone areas in their barangay, while Barangay Tagubaas in Antequerra, Bohol are more familiar with their evacuation centers.

Conduct of Trainings, Drills and Seminars related to DRRM

When asked if whether they have conducted any trainings, drills and seminars related to disaster preparation for the past year, both community members in Caloocan and Bohol affirmed the conduct of seminars. In terms of training and drill,  community members in Barangay Taguba-as claimed that they did not conduct any within the past year.

Frequency of activities related to disaster preparedness of the barangay

Both communities claimed to regularly conduct clean-up drives, drainages repair and infrastructure improvement, particularly on roads. However,  some community members were not familiar with the terminologies Community Risk Assessment and Hazard Mapping. The Barangay officials mentioned that they were already conducting the following activities, and some community members might not be familiar with the terminologies.

Awareness on special assistance extended on sectors

Among the sectors, the community members were most aware of special assistance extended to children and senior citizens. As special assistance, the barangay extends assistances such as medicines and relief goods.

Sufficiency of Supplies and facilities at the Evacuation Center

The evacuation centers referred by community members are either schools or municipal gymnasiums and covered courts which are located in high portions of the barangay.  In Figure 6, both community members of Barangay 177-Cielito and Barangay Tagubaas affirmed that the supplies and facilities of their evacuation centers are sufficient.

Readiness of Equipments for rescue in time of disasters

The readiness of equipments for rescue vary in both barangays. For Barangay 177-Cielito, the community members confirmed the availability and readiness of ambulances, rescue trucks, life jackets and floaters, fire truck and rescue boats. Meanwhile, community members in Barangay Tagubaas only have ambulances as the only equipment ready for use. According to them, the fire trucks, rescue trucks, rescue boats, and life jacket and floater are seldom needed since the barangay is located at the higher portion of Antequerra Bohol.

Response time for emergency assistance and relief goods during disasters

Figure 8 below shows the differences in terms of response time between Barangay 177-Cielito and Barangay Tagubaas. Emergency response and relief goods arrive within the day for Barangay 177-Cielito while it takes 3-4 days for Barangay Tagubaas. This may be attributed to the accessibility of the barangays as Barangay Taguba-as is situated in a more remote area in a province compared to Caloocan which is situated in a metropolitan area.

Qualitative Responses

Aside from the quantitative survey, the research also solicited some suggestions and opinions from the community members on how they can help their barangays in disaster preparations. Some of the common themes from the 270 responses are the following:

  1. Cooperation with the barangay administration and fellow community members
  2. Assist or help in the dissemination of  information and trainings
  3. Helping others (e.g. relief goods and  volunteering)
  4. Conduct of meetings
  5. Evacuating
  6. Personal Preparation (e.g. being prepared, alert, informed, and responsive)
